His advisor is telling every truth in his email. It seems that you are not quite sure about the tenure system in the US. (I were in the personnel committee for several years, including one year as the chair-person.)
Every tenure track assistant professor has a clock once he/she is hired as a tenure-track professor. Most university gives the newly-hired professor 6 year and the clock starts on the first day of work. In most cases, tenure-track professors HAVE TO file the application BEFORE the end of the 6 year clock. In another word, for his/her protection/benefit, the tenure-track professor has at least SIX years to work on his case for being successfully tenured. However, if the tenure-track professor wants to shorten the 6 year clock based on his past woking experiences as a professor in another university, a post-doctor, or even working experiences in the industry, the university will usually agree on this. In some other cases, a tenure-track professor could also shorten his 6 year clock IF he believes his case is strong enough after any number of years (2-6). He/she could apply for tenure before the 6 year clock.
Dr. Li's advisor promised to count Dr. Li's 2 year working experiences as a RCS (NOT assistant professor) toward to his 6 year total clock, which means he could apply for the tenure after working as assistant professor for 4 years This is a quite common case for many tenure-track professors.
That is why the item 1), 3) are TOTALLY wrong in what 李开复自己说的. 2) is a story rather than an appointment letter (wrong again). 4) is again a conclusion based on what one person said (NO official/scientific base)

The above explanation could lead to the conclusion -- 李开复同唐骏有一拼 (性质类似,程度不同) – 忽悠我们中国人民.
WHY DOES HE DO THIS??????
