There is really not much point to parallel their national strategies in this way: what America needs to reflect on is itself rather than a third world country running under a completely different political regime, that no comparison can be drawn, let alone its economic miracle which still remains veiled to a west mind.
The fact that America didn't spend much on infrastructure as china did is a not a question of choice but capability: America couldn’t afford it and it was far cheaper for china to do so.
If America had a second chance, it would again go for Iraq, but only this time it would do it differently, and perhaps better as tempting fate is what made that country as it is today.
The Americans made bush, and bush made obama. I am color blind, but honestly, they both look like monkey to me, more than do most of us, evolution must be reversing itself.
